Making money off gun buy back programs?

I can't be the only one to think of this? Two ways to make money off the gun buy
back programs.

#1 In one of the military manuals available at most gun show, there are several
pages on how to make single shot improvised firearms (zip guns) out of ordinary
steel water pipe. I seem to remember that the following caliber weapons are
covered, 22 long rifle, 38 special, and 12 gauge. "Somehow" acquire one of each
improvised firearm and turn them to the gun buy back program for what ever
reward THEY are giving out.

#2 Make photo copies of the plans and sell them to people waiting in line to
sell their firearms. This way even more "firearms" are turned in and even more
money is wasted on this program.

The rewards are your tax money.

I would rather set up outside the building and buy the stuff that is worth something before they turn it in.

Umm... not that I know much on the topic, but manufacture of firearms prolly requires some licensing eh?
