When I use the night vision or laser designator in single player it blurs the whole screen out. When I switch to one of my weapons it goes back to normal. Everything else works just fine and the graphics look great.
Any idea what would cause this?

PC? It's a problem with you, not the game. Works fine on mine. Don't know what to tell you.

Update video driver ?
Maybe turn of anti-aliasing settings - That seems to mess mine up.

Anti-aliasing was already turned off when I went into settings. I turned it on and that seems to have worked.
