I just answered my own question.

NJ prohibits magazines of capacity GREATER THAN 15 rounds according to http://www.nraila.org/GunLaws.asp?FormMode=Detail&R=NJ.

As you found out, NJ enjoys mags up to and including 15 rds. You can send blocked mags or a bag-o-mag-parts if you like when dealing with > 15 rd mags. The definition of a hi-cap is very conservative in NJ (for now), so a disassembled mag cannot constitute a hi-cap.
