After about15 seconds; she shoulda been arrested for disorderly or breaching the piece or whatever they call it.

Or just left since it apparently didn't end with a law enforcement action. But I guess the headline "Officer Chooses to be Verbally Abused for 20 Minutes" isn't as compelling.
