To get prime rate on a credit card.  I've been told that no one actually can get their credit card at prime unless they pay a fee.  My buddy just called to get his rate reduced to prime and is now going to cancel his card because they won't give it to him.  He also claims he was near perfect credit.  I would like to know so that when I call to do the request the same thing, I have some ammo in case they tell me the same thing.
