What is the process for this.

I did a search, but the magnificent search engine won't search the body of the messages.  With luck anyone in the future will find the answer here by searching.

What does Dad in state A have to do to get a non NFA firearm to offspring in state B.

It is a gift.  It is therefore being bequeathed.  Does one still have to go through an FFL????

You will have to have it transferred to an FFL in state B.  You can send it directly to the FFL, no need for an FFL in your state to be involved.  Offspring in state B then must do required federal and state paperwork.
