The real fun is when Bush gets blamed, he and his staff are going to go all over the place blaming everyone else, regardless of who's fault it was or wasn't.  Much like the close relationship Bush had with Ken Lay, but once the Enron SHTF, Bush acted like he didn't even know the guy.  I think this will happen with Bush, Brown, and FEMA.  It will go from "Brownie, you're doing a hell of a job" to "Mr. Brown needs to resign."
