i have seen them use the bumper bars to push cars in the past. some of them are plastic bumper ones that easily scratch and dent, unlike the big metal ones of the past.

So would the police be liable for any damage if it were to occur?

State and situation dependent I am sure. Virginia has a code section that deals with LE being immune from damages that
might incur if removing a vehicle damaged in a crash from the highway if 'good faith' effort is used.

I would image that most agencies probably have some sort of waiver (written or verbal) they have the vehicle owner agree to.
