My mom goes to a lot of antique stores, and was recently given this little thing by a friend, along with some old oilers.
I told her it didn't really look old, and looks like some little speciality item thats probably really useless and worthless. I told her if anyone one know, the guys here would, especially after seeing someone identify some obscure 80s robot toy in less that a minute. If it helps, on that end is a hole where something goes in, and that set screw on the end can tighten down to hold it.

Although I admit I'd probably make a mess, I usually do.
