Its a sno cone maker. I actually did think it was a Ghostbusters photoshop but the handle does look like a Hurst Spreader . you can put various attachments like cutters,spreaders and I think there is a ram too. I didnt know they made one this size though

The part to the left with the foamed handles appears to be a hand pump unit, the other part is the spreaders, which do look like the minature Hurst unit lafmedic1 mentions.
