Lots mismatches of uniforms there. I see at least four different kinds of footwear (including the high heels), four different varieties of headgear, at least four different camouflage patterns, two colors of Sam Brown belts, the one closest to the camera has a top that tucks in to her pants, the others are all wearing blouses that don't tuck in, etc... I wonder if it's some kind of reserve unit with members from different areas?

Heels & skirts are authorized...

Most of the time, our females prefer pants & low-quarters....

P.S. Due to the 'variety' of uniforms, I'm guessing a home-guards type unit...

I wouldn't say 'militia' since in Russia 'militia' = police.

It's also possible that they're not actually in any real military unit...
