The PSG-1 is a ten thousand dollar rifle and they are pretty rare. The G3/SG1 is no slouch in the accuracy department either, I'm sure it would do just fine.

1-Is it ten thousand for a military/police agency?
2- Couldn't a government with an uber high tax rate afford to arm its snipers with quality weapons?

Yeah its $10,000 no matter who you are, and frankly I'm not sure they are being made anymore. They are pricey bastards, but then again you have to pay more because its stamped "HK" on the side. [lol]
As far as the German govt., all their GOOD snipers aren't assigned to guard foreign dignitaries, they are assigned to guard members of the German govt. from their own people who are likely pissed off at their country being flushed down the toilet!
Torf, in a way I agree with you, you can buy other $10,000 rifles that are more accurate, Accuracy International comes to mind, but they aren't auto-loaders. The PSG-1 was designed in direct response to the Munich massacre of September 1972, and is IMHO the optimal rifle for when a single marksman needs to take out multiple targets with sub-MOA precision in the shortest amount of time possible. Guess how often that happens... heh...
