Caleb Adams has bipolar disorder, a chemical imbalance in the brain that occasionally makes him violent. Incredibly, to get Caleb treatment, his mother had to give up legal custody and hand him over to a state agency.
"It tore my heart out but I knew that I had no choice. I knew that that was the only hope I had of getting my child the help that he needed," said Janice Adams, CalebÂ’s mother.

WASHINGTON — With 2,000 babies infected each day by the AIDS virus, President Bush proposed spending $500 million over the next five years to stop HIV-infected women in Africa and the Caribbean from transmitting the disease.
Critics called the proposal "grossly underfinanced."

I voted for Bush, of course, as he was a better choice than Gore, but then I see stuff like this and wonder what the hell he is thinking.
So, we should fund health care for Africans who, for the most part, became ill through their own behavior, yet some poor American kid doesn't get the level of care he needs?
