Is Tannerite considered "Fireworks" ?

A thread on the GS side of the house by MADUCE said "No fireworks this year".....
did that mean traditional, light the fuse and run "fireworks" or does Tannerite fall under the "fireworks" catagory?

Tannerite isn't fireworks, it is a high explosive, but this distinction would most likely be 'lost' on whoever is enforcing the rule.
