A private citizen is donating a firearm (rifle) to a charity.  The charity intends to raffle the firearm as a fundraiser.  What are the implications of this situation?  Do either of the transfers need to be handled any differently than a private sale among individuals?  Are there any interstate issues to be concerned about - the transaction will take place in a Tri-State area.

If the trnasfer is to someone in a different state than whoever owns the firearm then it has to go through an ffl..no face to face transfer between residents of different states.

It would make sense for the original owner to hold the rifle until the winner is determined.  Then send the rifle to the FFL of the winner's choice.

Unless the sponsor of the raffle is an FFL, or has one working for them.

I find it odd that anyone would set up a firearm raffle and not have that base covered.

The raffle was mentioned to me in passing by a co-worker.  My reaction was that there might be some problems with the plan.  Hence, the questions I asked.
