FNC reporting... driver in DC on Constiution Ave won't give any info, has shotgun shells and gas tank strapped to top of vehicle.

By gas tank you mean compressed gas? Like oxygen? Or gasoline?

Its probably another angry tobacco farmer like the guy with the tractor in the reflecting pool.

Anything else happen since this first started?

Probably just some guy experimenting with a gravity feed fuel system for his car. On the way back from duck hunting (hence the shotgun shells).
