There were eight fire saftey violations at a inspection held a year ago. Most of them would have closed a building just about anywhere in the US and resulted in serious fines for the owner. But Japanese law carries no penalties for these violations, they can only be used as evidence later if there is a accident, in order to avoid placing "undue burdens" on Japanese busness and industry. Not to mention a whole lot of graft and corruption, but that seems to be common in any city the size of Tokyo anywhere in the world. |
