It looks like the lowest box is being used as a junction box to distribute the power.
If you're trying to open the lowest box, remove the rusty screw on the front near the bottom. It's hinged at the top and should rotate upwards. You'll probable have to remove the clamp that's holding the flex cable to the wall. ETA- look up "in use cover" that's what you should have on the weather proof box for the receptacle and switch. In the big picture, that should be a two gang box with a GFCI.. Is the circuit GFCI protected in the panel box? |

This is the cover on the light switch now. It only has 2 wires for the switch no power in box. |
