I was uninstalling a program (AVG) yesterday and rebooted my computer when my internet went not responding, which was halfway through the uninstallation process. I tried a second go at uninstalling AVG today, and it's giving me an error message saying that I don't have it, so there isn't anything to uninstall. That isn't the case as I still have the shortcut, and I can still click on it to activate a scan/update/etc. How can I uninstall this fully?

install it again, then uninstall it.

Try uninstalling in safe mode.

Also, delete any related services in the registry, and use Process Explorer to kill any related processes.
