Hillary wants to make sure that nobody is left out, including the people who don't pay any income tax. They should get the rebate too because they still have 'energy bills'.
 Obama wants to make sure they all get that plus old people who pay no income tax get EXTRA Social Security payments. Edwards wants to do that plus invest in 'green collar' jobs and 'green infrastructure'. Oh and he mentions mortgage assitance.
