My laptop is unresponsive.  I can restart it but the mousepad is unresponsive.  I can start it in safe mode, but am not able to do anything.

try plugging in a usb mouse that you can use to get into the device manage and see if computer is even detecting the touch pad anymore. if not, could be a bad touch pad, bad connection, or bad chip on the motherboard that receives the touchpad input

What model of computer? My laptop has a button on it to deactivate the mouse pad (don't ask me why because I have no idea). It left me wondering for hours the first time it happened.

+1 to the "external mouse" idea.  Most onboard mice have a physical or software "off" switch.

Press and hold down the "FN" key.


Press "F9" and release both keys. This should re-enable your touch pad on any Toshiba laptop.
