I recently noticed something adhered to the paint on the passenger side of my car. I have no idea what it is but it's as hard as hardened epoxy and I can't even scratch it off with my fingernail. It looks like what you would expect the car to look like if you drove through wet tar, it's stringy and thick, about the thickness of angel-hair pasta to give a scale reference. It's tan colored and smooth to the touch.

This stuff is splattered down the whole passenger side of the car, the tires kicked it up but I have no idea what it might be or how to remove it without damaging the paint. Any ideas?

Sounds like you ran over something spilled off a work truck.  Try a detailing shop first.

I'd be concerned that WD40 would damage the clear coat, but I was thinking about trying some goo gone.

paint thinner. It wont damage your clear coat. At the most you can polish out the haze it might leave.( I am assuming you have factory paint.)



If it is too hard to get off with thinner VERY CAREFULLY use a razor blade to shave off the bulk of it . keep it at a very sharp angle so you don't cut the paint. then you can either try thinner again or go get some 1500 grit sandpaper and wet block the rest of it off then buff and polish where you sanded.

this stuff works good on a lot of tar and shit you get off the road.  we use it frequently at our shop.
