Military personnel get their post ban weapons issued to them. No, you can't personally buy a post ban simply due to your military status

There was never an exemption for military personel to purchase restricted weapons for private use. Active duty military can, of course, legally possess government-owned and issued weapons, including machineguns and "assault weapons", but they can't buy their own other than the same way anyone else could (preban AWs, pre-86 MGs, etc.).

i was under the impression that i could have bought an M4 for example if my CO had written a letter similar to what LEO supervisors have to provide. Along the lines that it would be used for official duties.

Well, you were under the wrong impression. Your CO could have issued you a full-auto M4 from the Arms Room, but a letter from him would not have gotten you a post-ban semi-auto AW. The law hasn't changed; the only exemptions are for active duty LEOs, on letterhead stating that the gun is for duty use.
