Somebody told me that in Texas and Georgia you cannot have such guns.

In Texas, instead, I pretty sure that once you made the papers, you can have FFL III and LEGALLY own the gun.

I don't  know anything about Georgia.

In Kalifornistan even if you get the licence you can't (so the FFL turn to be AFFL Class III, Almost Federal Firearm License Class III).

Where else you can't legally own (I mean out of inherit...) Class III guns?

Last question: can a speed ticket close the way to get the license?

Go to mp5.net for a state-by-state chart of NFA regs.

Class 3 is perfectly legal in Texas.

There is no such thing as an illegal gun in Texas law.

Texas laws regarding Class III's are the same as the Feds. They are illegal for individuals in Delaware, Washington DC, Hawaii, New York, Washington. Legal only if you have FFL in Californina, Illinois, Iowa, Kansas, Michigan, New Jersy, Rhode Island. A speeding ticket will not effect you.

edited to clarify.

Georgia and Texas are both A-OK for class 3 guns, but be prepared for some sticker shock when you find out what they cost.
