Yeah, way back when during a press conference, the press asked Bush was this solid info/intell and Bush's reply was, "the CIA is always right."  The blame could be laid on former Prez Bill Clinton, during his rein he screwed up the CIA with his stupid policies.

If Bush wasn't happy with the intel, "because Clinton screwed things up so bad", he probably would have stated strong reservations, or maybe, never even pursued the whole thing. But he didn't so its our (every American's) baby now.

As others have stated, the ends will justify the means.

Just trying to encourage pause when we are struck by the temptation to place blame or avoid responsibility. I just don't think Clinton was rubbing his hands together and cackling "YEsssss....we'll GUT the intelligence establishment...bwahahaha!". But was he bowing to pressure to avoid expensive and "unpleasant" activities involved in collecting HUMINT? Well, after Mogadishu, naturally....how else do you get re-elected unless you play nice? It's a game ALL politicians play.

He believed it to be true at the time of the decision, he didn't he knew it was faulty and went anyway. Big difference.  He made the right decision based on the information he and others like Kerry and a slew of demoncrats had.

Regardless of who is at fault, the news media will certainly castigate him for the simple reason that he is a Republcan
