I always wondered why gangs didn't employ marksmen/snipers more often. Guess it's hard to recruit gang members with that sort of discipline. Or it just never occurs to them to try.

I wonder if it was BOPE that took the shot. If you haven't watched the movie Tropa de Elite (Elite Squad) you should and then watch the second movie.
It's a really good movie about the BOPE which is special military police that specializes in urban warfare against drug cartels. It was on Netflix. |

Considering the kind of criminals they face. I mean, look at Rio De Janeiro. A city flanked from almost all sides by gigantic slums (Favelas, as they're called) that stretch for miles up the side of the the cliffs surrounding the city. Where criminal gangs, literally run the Favelas with impunity. Heck, where else, but Brazil, can you find crooks stealing tanks?
