I torqued my scope rings onto the scope a month ago, and used blue loctite.

Now I realize I need to reposition the scope.

Do I need to clean the threads and reapply new loctite, or just retorque?

No need to clean if not oily.  I would reapply the blue very sparingly.  I have not found it to be reusable after initial torque is removed.  This is SOP for production environments.

My policy with blue is to clean and reapply.  Only the green kind is supposed to be reusable.  Reused blue will hold better than no thread locker, but not as well as fresh blue on clean threads.

I wouldn't get too anal about it, just wipe off the old blue with a rag or paper towel or wire brush. I wouldn't worry about getting it 100% off. Then just put another dab of blue on and you should be good to go.
