VIRGINIA I WOULD LIKE TO GIVE YOU MY PERSONAL GREETINGS AND ALSO TAKE
THIS MOMENT TO ADDRESS A MATTER OF IMPORTANCE. I AM A FELLOW LAW
ENFORCEMENT OFFICER THAT WORKS FOR THE NEW YORK CITY HIGHWAY PATROL.  I
AM ALSO A PROUD CITIZEN OF THIS THE GREATEST COUNTRY EVER, THE UNITED
STATES OF AMERICA.  MY CONCERNS ARE AS FOLLOWS: RECENTLY WE AS A NATION,
HAD A TRAGIC AND CATASTROPHIC NATURAL DISASTER INVADE OUR HOMELAND AND
CAUSE AS YET UNTOLD LOSSES OF LIFE AND DEVASTAING DAMAGE.  ESTIMATES ARE
CURRENTLY IN THE LOW ONE THOUSAND TO AS YET UNDETERMINED NUMBER OF
CASUALTIES.  PROPERTY DAMAGE AND UNRECOVERABLE PERSONAL ITEMS TOTAL NOW
IN THE BILLION DOLLAR RANGE.  HURRICANE KATRINA (NAME DESTINED FOR
RETIREMENT) WAS UNDOUBTEDLY ONE OF THE WORST NATURAL DISASTERS TO HIT
OUR NATION IN THE LAST CENTURY.  A NATION WATCHED AS CITIES SEEMINGLY
WERE BEING WIPED OFF THE MAP AND NO SEMBLANCE OF WHAT ONCE WAS CONTINUED
TO EXIST.  IN OUR DARKEST HOURS THE PROUDEST NATION ALONG WITH THE WORLD
STARTED TO FORMULATE A RESPONSE AND ALTHOUGH SLOW AT FIRST AND
SHOCKINGLY SO, THE RESPONSE EVENTUALLY CAME. ONE OF THE RESPONSES CAME
FROM A PLACE ALL TO FAMILIAR WITH TRAGEDIES AND GREAT LOSSES.  NEW YORK
CITY!!!  PERHAPS THE ONE CITY VIEWED IN ALL OF THE WORLD AS THE CAPITAL
OF THE WORLD.  A CONTIGENT OF APPROXIMATELY 172 OFFICERS AND COUNTLESS
CIVILAIN SUPPORT PERSONNEL WERE AMONG THE MOST MOTIVATED AND SELFLESS
INDIVIDUALS WHO TOOK THE CHALLENGE OF LEAVING THE SAFETY AND COMFORTS OF
HOME AND FAMILY TO ENDURE THE LONG TRIP TO HELP THOSE WHO WERE THE MOST
AFFECTED BY HURRICANE KATRINA.  NOW FOR THE SAKE OF BREVITY I WILL COME
TO THE POINT.


    THE MATTER THAT MOST CONCERNS ME WAS THE HANDLING OF OUR MOTORCADE
OF HUMANITARIAN ASSISTANCE ENROUTE TO THE GREAT STATE OF LOUISIANA WITH
SUPPLIES, RELIEF PERSONNEL AND THE HEART OF AMERICANS WHO CARE.
VIRGINIA STATE TROOPERS CHOSE TO PULL OVER THE ENTIRE CARAVAN OF MARKED
NEW YORK CITY POLICE VEHICLES AND OTHER BUSES AND SUPPORT EQUIPMENT.
THE REASONS FOR THE LARGEST CAR-STOP IN AMERICA EVER WAS PROFOUNDLY
STATED BY YOUR ELITE TROOPERS AS FOLLOWS. "BOY, DO YOU KNOW THAT IN THE
STATE OF VIRGINIA YOUR NOT ALLOWED TO USE EMERGENCY LIGHTS UNLESS YOU
ARE RESPONDING TO AN EMERGENCY?"  " ALSO AS YOU ARE OUTSIDE OF YOUR
JURISDICTION YOU ARE JUST CONSIDERED COMMERCIAL VEHICLES AND ARE NOT
ALLOWED TO RIDE IN THE LEFT LANE SO YOU MUST REMAIN IN THE RIGHT LANE."
NOT ONLY WERE THE TROOPERS READING THE LEAD OFFICER AND NYPD SUPERVISORS
THE RIOT ACT THEY SHOWED NO RESPECT FOR FELLOW LAW ENFORCEMENT AND FOR
THE CAUSE AT HAND.  
    IT IS DISHEARTENING THAT THE CONTRIBUTIONS THAT THE GREAT STATE OF
VIRGINIA HAS MADE WILL BE FOREVER MARRED BY THE ELITE STATE TROOPERS WHO
PULLED OVER THE MOTORCADE NOT ONCE BUT TWICE, GOING AND COMING BACK.  IT
IS A DISGRACE TO LAW ENFORCEMENT COMMUNITY FOR THIS EGREGIOUS BEHAVIOR
AND LACK OF COURTESY PROFESSIONALISM AND RESPECT FOR THE PEOPLE THAT
PROTECT AND SERVE THE GREATEST CITY IN THE WORLD, NEW YORK CITY.  AS
ARROGANT AS THAT SOUNDS IT IS DETERMINED BY PRIDE AND NOT ENVY, JEALOUSY
OR OTHER NEGATIVE EMOTIONS.  WE ARE PROUD TO BE NEW YORKERS, WE ARE
PROUD TO BE UNITED STATES CITIZENS AND MOST OF ALL WE ARE PROUD TO BE
MEMBERS OF THE LAW ENFORCEMENT COMMUNITY.  I HAVE TO SAY IF THERE WAS A
UNITED NATIONS FOR LAW ENFORCEMENT, VIRGINIA STATE TROOPERS WOULD
PROBABLY NOT BE A MEMBER OF THIS ORGANIZATION.  NOW ONE LAST THING, A
BLANKET INDICTMENT OF THE VIRGINIA STATE TROOPERS IS NOT THE GOAL OF
THIS EMAIL, BUT RATHER IT IS TO ENLIGHTEN THE POWERS THAT BE IN YOUR
GREAT STATE OF THE IMPORTANCE OF COMRADERIE AND OF BEING HUMANITARIANS.
   
I WANT TO THANK YOU FOR YOUR TIME AND I INCLUDED TWO PICTURES DEPICTING
THE CAR-STOP OF NYC POLICE BY VIRGINIA STATE TROOPERS.  REMEMBER ONE
THING IF AN OFF-DUTY NYC POLICE OFFICER WAS TRAVELING THROUGH THE STATE
OF VIRGINIA AND SAW A TROOPER GETTING HIS LIFE HANDED TO HIM/HER, THE

Well, I wasn't on the convoy, but I did hear they got pulled over.

As far as helping a fellow LEO?  In my case that would be a definite YES.

It says they got stopped on the way up and on the way back. The whole thing being capitalized made for a tough read for me.  I mustsay that I don't think I could be bothered pulling over a marked emergency vehicle from another  agency...unless I see any NOPD cars going north on RT95 in my neck of the woods.

And to write that letter only multiplies it. The "take care of your own" doesn't extend to being downright stupid. Although I can't attest to the accuracy of this letter, I also received a copy from a NYPD officer via an Email from a local LEO here.

I did edit it to "Sentence Case" so that it was readable. If others feel it of value, I can post the mixed case version as a reply.

I also do not see the need to run Code both to Louisiana and back to NY! That was inappropriate, but VA SP also seemed to be on a big ego trip . . . I guess they probably hate Northerners, even fellow LEOs!

There was another news story that they pulled a NJ contingent over for the same thing, so they are creating a "trend".

Jack, I do agree that the NYPD (and NJ officers) exceeded the law and I do not see the need to run Code either way!

On the other hand the behavior of VA SP was also less then stellar!

There is enough blame to go around here.

Whats the problem with 'em running code?  The sooner they got there, the sooner they could help, and I'd argue that a Cat 5 Hurricane is an emergency!

Code to me is lights, siren and speed as dictated by your state law.  I can see running overheads/runners to keep the integrity of the convoy and to warn traffic (as in a procession).

Was this a true Code3 response or "C3 modified"?

Uhmmmm, they weren't running 'code.' Only the lead and tail vehicles had rotators on as is standard in most convoys, be they civilian (yellow lights) or military (blue lights), and they were traveling below the speed limit. That's why they were stopped. They were traveling below the speed limit in the left hand lane prompting dozens of calls from angry motorists who were mad at the fact that the slow moving convoy was impeding the orderly flow of traffic. The rest was blown way out of proportion...

Not what has been calimed on either of the 2 stops NYPD has their panties in a wad about.

One was by an SO in VA IIRC, 95 mph was the radar speed.
The VA SP stop has calimed "speeding" and the lights.

Show me what military vehicles have blue lights on them. Most have 1 flashing yellow strobe light. Only MP's have blue lights, and those are in addition to a yellow strobe, and only go in in an emergency.

Everyone else Red Cross, power company vehicles, volunteers, military etc managed to get down there and back without causing a ruckus, EXCEPT the NYPD.

They had no legitimate legal justification to have any extra lights on, or violate and traffic laws. Whining about it just makes NYPD seem like spoiled brats.

I agree with ya, Oly. Whining doesn't help their cause, neither does a huge email campaign.

"Oh look at us.. we got stopped..." wahhh wahhh.. what are ya - martyrs??

They claim to be driving under the speed limit in convoy in the left lane? Anyone who knows cops knows that ain't true. Maybe if they were in the right lane there'd be hope of me believing it.

VHP claims 90 MPH w/ lights.

I'll believe the trooper. I wouldn't have done a thing except wave if they were at the speed limit. 90MPH code 3 convoy got them stopped, righteously, and chewed out. The Professional Courtesy the NY'ers are so proud of, likely did get extended to them, in the form of a speech instead of tickets/arrests.

Dozens of police marked vehicles dont need an "escort" vehicle in front w/ lights. They don't need to run "code" halfway across the United States. Did they think N.O. was going to magically begin healing when they arrived. They need to realize they're not the only police in the country who know how to deal w/ emergencies.

Oh one more thing. This only happened because there were alot of them. This happens all the time when you get a huge group of people together. It's easier when "everyone else is doing it" and they can convince themselves it's the right thing to do.
