My compressor isn't coming on. I want to check the fuse inside the panel, but first I have a question. If I remove the power disconnect, is the system completely de-energized, or is there stored energy that's going to fry me and make me crap my pants.

If you have a fuse and think that is the problem, just shut the power off and check continuity across the fuse if you have a multimeter, or if it's the screw in type, just check the inspection window. Should be no "stored energy" in there after you throw the disconnect.
