Early to mid 2000's. That was meant to have an eotech mounted in front of it to co-witness.

Those are old rifles from the late ‘90s. I had one of those uppers long ago. Sold the complete upper during the Obama panic.

Didn't they call that a Dominator?

It's for Co-Witnessing the Eo-Tech.

I have the Tactical Carry handle for co-witnessing the C-More on my Operator II.

I thought just the eotech inspired mount of theirs was called the dominator.

I think that is it...  right?  I'm not sure.

Here's the C-More one.

It even has a neat little spot for a spare 3N battery under that disc mid-way on the mount.

Edit -

It's gimmicky though - one, I'm not a fan of mounting an optic on the handguard - even though it is robust and rock solid on these - and two - what would I mount on that "carry handle"?  It would be super high and fucky.

That's the entry tactical mount, it's supposed to be for a low mount aimpoint. That screwtop on the side is for a spare 1/3N battery.

Edit: oops, you said that about the battery.

Yeah, the one that comes with the aimpoint that nobody uses because it's too low. Let me see if I can find mine.

Those RRA LE rifles back then were usually mid-length and had RRA match triggers on proprietary trigger pins. You can’t swap in a different trigger if that’s the case, but the factory installed RRA triggers were pretty nice.

Be a good rifle for an aim point pro or eotech.

I question whether those are really 1-7 barrels though.

Yes. I took a hacksaw and amputated the picatinny rail, leaving only the rear sight and it's like a small, LMT rear sight. Looks good.

I actually own one of those. Same configuration, with the "half-quad" handguard, same "Operator" logo. Bought it in 2009 when RRA had 'em on sale. It's a damn fine-shootin' rifle, but looks a bit weird by today's standards!
