Seems that the VA Tech shootings have caused a change to the 4473. The new one says.
11 f. Have you ever been adjudicated mentally defective( which includes a determination by a court,board,commission,or other lawful authority that you are a danger to yourself or to others or are incompetent to manage your own affairs)OR have you ever been committed to a mental instituation

5. Adjudicated as a Mental Defective
(a) A determination by a court,board,commission, or other lawful authority that a person as a result of marked subnormal intelligence, or mental illness, incompetency,condition,or disease(1) Is a danger to himself or to others:or (2) Lacks the mental capacity to contract or manage his own affairs. (b) This term shall include - (1) A finding of insanity by a court ina criminal case;and(2)Those incompetent to stand trial or found not guilty by reason of lack of mental responsibility pursuant to articles 50a and 72b of the UCMJ 10 USC850a,876b


6. Committed to a mental institution: A formal commitment of a person to a mental institution involuntarily. The term includes commitment for mental defectiveness or mental illness. It also includes commitments for reasons such as fo drug use. The term does not include a person in a mental institution for observation or a voluntary admission to a mental institution

Wonder how this treats a 5150 in CA.  That's considered "temporary" (5 years).

So are they going to cross check this question against a database or rely on the honesty of the purchaser? If not, then the ATF believes that the VT douchebag (or any future douchebags) would've been foiled because they can't lie on a form before committing murder.

The ATF also believes the VT douchebag wouldn't ever go purchase a firearm off the streets, either, because it's illegal.

Wanna prevent those kind of shootings?.........CARRY A WEAPON AT ALL TIMES!!!!!

But the national overlords won't allow it!!!!!!!!!!

A new question on a new form will help this much..........."0".........but the bureaucrats WILL sleep better tonight......

Seeing a reg or psyc doc doesn't count. The standard is pretty high as far as who can "judge" you.

Not in Virginia.
You can buy and sell to other Virginia residents as long as they are not prohibited persons and over 18 years old.
No 4473, no NICS check, just cash and carry.

There was a thread a couple of months ago when the changes were first announced where someone had a scanned version of the new form. Question 12 now says:
if you answered "yes" to question 11.l, do you fall within any of the exceptions set forth in Important Notice 4, Exception 2? (e.g.  valid state hunting license ). ( if "yes", the licensee must complete question 20c ).
