The weapon is measured in the shortest configuration that allows it to fire normally.

If the folded stock blocks the trigger or bolt preventing the gun from functioning, then its measure d in the open/extended position.

If the weapon will fire with the stock collasped/folde, then it is measured in the collasped position.
