I saw some last week at a yardsale in Alabama but was spooky about buying them. Who knows when you might need something like that? Can the average citizen even posess these shells? They wanted $2 each for 5 of them.

It was actually a deal.

There's some law about citizens legally (or not so legally) possessing teargas or teargas components, but I am unsure of it.
