First of all, I dont think GI's today are getting Vietnam issued flack jackets. And the ones who are getting the older camo PASGT vests are the remfs like clerks and jerks who are not in a direct action role, and by the way, those camo Flack vests are level 2 kevlar, which will stop most handgun and frag.
All front line units, IE, combat arms, are getting some kind of rifle plate, whether they are the issued ones from Simula or Ceredyn(which is the current contract holders) or out sourced from Point Blank, Tactical Armor Works, PACA, etc. Some artillery and tank units dont even get SAPI's and they are a combat arms.
Now, SAPI has a broad meaning, but it dosent mean anyone cant get rifle plates, they just cant get them from the "current contract holders", but, I know for a fact that one of the "current contract holders" will sell rifle plates just like issued SAPI's to wholesalers.
So, just because someone is selling a rifle plate, doesnt mean it is stolen(and of course that is a big grey area), and really, I think your just a shit if you want to turn someone in who is selling one they could have bought from a surplus store or Ebay. Its like some body saying the gun you may be selling tomorrow is one that you stole yesterday. Everyone just needs to mind their own business.
The people who need the SAPI's are getting them, it just was taking longer because congress is a bunch of lazy asses and didnt want to spend the money before there was a war to have the stuff when there is a war. Plus, the govt isnt going destroying something they need if there is a lack of it(all though they do stupid shit like that). That is just more liberal ass propaganda.
