I had an old pump action .22 that had some rust on it.  Fine steel wool and WD40 did a good job of removing it without killing the bluing.

For light surface rust, I found Hoppes ELITE spray in a small bottle works wonders.  Spray on and let sit a few minutes, and then work it in with a diaper rag.  I was amazed how well it worked on a old service .38 DS SPL I inherited from my grandfather.  3 Bouts of TLC & ELITE and it really helped bring out what is left of the 60 yr old bluing.
