Is there any special powder or loading instructions for reloading tracers?

Check out pats reloading. They have a surplus powder that supposedly burns a bit hotter to more reliably ignite tracers

you really need a hot powder to get a good percentage to light.

I've had decent luck with my standard load of H335 with the cheaper orange tracers I bought in bulk a few years back.
