the factory ruger 1022 seems to come with 1/16 twist.  I notice a lot aftermarket barrels are 1/9  1/10..other variations from there.  my intention is to suppress this rifle so I obvioulsly need a threaded barrel.  does a suppressor change the twist rate?  I am very familiar with ar-15 rifles, these little buggers are throwing me a loop though.

You want another 1:16 twist. There is a 1:9 twist barrel out but it is a specialty item for shooting one specific bullet.
The silencer doesn't change the twist.
You can get a new threaded barrel starting from $69.

Watch the strictly rimfire section of the EE. There are new takoffs all the time for cheap (iirc $35-44). I replaced a worn out factory barrel with a 18" factory stainless. Got it for $30 shipped. Shoots great again.
