I was looking at the Ruger compact MkII in .223 and saw that it has a 1:12 twist. Is this rate better for lighter bullets or heavier bullets?

Light bullets 55gr and smaller.

You may be able to get away with 60 or 64 grains but you'd have to test fire it. Mine is a 1/7 so I have no experience with that kind of set up. But I do know that you should try for yourself and know the distances you are planning on shooting and test loads. But you're probably better off with 55 or 60 and lighter. imho

My original AR180 is a 1/12 twist and it works absolutely best on 55gr.

I have a 700VS in .223 with a 1in 12" twist, and it shoots the 52gr SMK and 50gr VMax bullets like a house on fire. 3,400fps.
