I live in a state that does not allow short barreled rifles and was curious what the minimum length of a shotgun is without having to register it (specifcally Rem 870 12 Gauge)

Actually it is 26 inches overall length for any shoulder fired weapon to include shotguns

The Gun Control Act of 1968, section 921.5


The term "short-barreled shotgun" means a shotgun having one or more barrels less than eighteen inches in length and any weapon made from a shotgun if such weapon as modified has an overall lenght of less than 26 inches.

The barrel is measured with the bolt closed, by dropping a dowel or rod down the barrel and touching the face of the bolt.
