Not enough info, but it is probably shooter related. Vertical is usually a sign of breathing, horizontal is usually a sign of trigger control, grip, sling position, or resting point.

At greater ranges, it could be due to variable cross-winds.

could be rcvr/stock weld as well ie your bolts could be loose

Breathing, hold you breath at the natural pause
Bedding of the barrel to the stock..... The screws may be bottoming out if they are then you are making a pressure point on the barrel take off a few threads.
