I dont have my pistol permit yet. How can I get a frame to put one of the carbine units advertised for sale on one? Do I just order it and specify it will be fore a carbine or do I have to buy the carbine upper first?  

AR lowers I would think would be in the same boat because the dealer doesn't know if you built a rifle or pistol with it when home??
