Did you take the shell plate out, and clean it thoroughly, and grease the bolt? Mine does that once in a while, when powder gets in between the shell plate, and the bottom of the press. I keep a small compressor next to the bench, and it does a wonderful job of cleaning.

Go slower and watch the movement.  Is the eject station wire bent, causing a slight resistance and then when it lets go it snaps into place?  This happened to me.

If it is intermittent, some brass tends to have tighter eject groove that can hang up on the eject station. Some eject grooves can also have damage causing the same effect.

While you have the shell plate out, clean it with gun cleaning solvent and a tooth brush, paying attention to the grooves in each shell station. Remove the detent ball and spring and clean out any crap in the hole.

Try it without putting a shell in station #2. I bet it is sticking when you are flaring the case mouth and filling powder. At least that's what mine did. Simply back the die out a bit until it no longer sticks.
