If I have an FFL and someone sends me a rifle or a shotgun to refinish, do I have to send it back to a FFL holder or can I send directly to the owner?

Thanks, what about handguns?  I was under the impression that I would have to send any firearm back to a ffl holder.. That makes things easier..

Yes you can send handguns directly back.

The only time you're required to use an FFL for out-of-state is when a TRANSFER is taking place.  Returning a firearm to the original owner after working on it is not a transfer.

Exceptions:
1) The firearm was shipped to you for conisgnment sale - the ATF considers that a TRANSFER and would require it to go through a dealer to ship back, or a 4473 to pick back up in person.
2) You're a pawnbroker, and the firearm was used as security for a loan - the ATF considers that a TRANSFER, and would require it to go through a dealer or fill out a 4473 to redeem the pawn.

The only wrinkle with handguns returned to an out-of-area or out-of-state owner is that you can't ship a handgun USPS (that's only allowed BETWEEN FFL's), and all the common carriers require handguns to go by some form of air service, cuz their people can't be trusted not to steal, and they like the extra revenue it generates.
