What is the major difference in these rigs. The Callahan almost looks like a Hellcat with plate carrier and padded shoulder harness. Is this correct? Can the Hellcat be converted to the Callahan? Also where is the best place to buy SOTech gear?

You've got it. The callahan is nothing more than the plate carrier with a modified hellcat on the front of it. and yes you can convert it.
