NO !!!

The SAR-2 is a 5.45x39 rifle (AK-74), the SAR-3 is the .223/5.56mm Nato
THEY ARE NOT interchangeable.

As pointed out already, 5.45x39 and 5.56x45 Nato/.223 are completely different rounds. The 5.45x39 is fired in the SAR2/AK47 while the 5.56x45 Nato/.223 is fired in the AR15 and SAR3. 5.45x39 is not a blank, it is the AK74 round. While I am sure you can find it in blanks, the 5.45x39 is a normal round. As for availability, I am not sure.

5.45 is easy to find if you know where to look.
