Filling out Form 1 paperwork, making a SBR w/5" barrel and a longer (9-10") handguard. Is the weapon's OAL to the end of the barrel or the end of the handguard?

The above information is not correct.  The length of the firearm for the purposes of a form 1 or 4 is from the end of the barrel to the end of the buttstock.  The fact that the hand guard extends past the barrel is irrelevant.  If the stock folds or collapses, the measurement is done with the stock fully extended.
