What is considered a CLEO in the eyes of the ATF?

You will need a CLEO signature on each of your Form 1's. CLEO can be chief of local police, Sheriff of your county, the Head of your State Police. Certain Judges and Prosecutes are also capable of signing, and your county may have a coroner or medical examiner with powers of arrest who can sign.

The whole signature requirement is a remnant from 1934, when computer networks didn't exist, and the Feds needed to rely on local law enforcement to determine if the applicant was a thug who should be denied or a law abiding citizen who should be approved.

The CLEO signature is NOT his or her "approval" it is simply the CLEO saying he has no reason to believe you should be be denied... like because of local ordinances, or if you have a restraining order against you, etc.... something that a background check wouldn't find.

Sheriff

Chief of Police

Head of State Police Agency

District Attorney

A judge with the power of arrest

Actually that should be a Judge with the authority to conduct jury trials in felony cases.
