Sounds like a sting operation to me. You can not be in possession of a device like the lightening link, or an "almost finished one", while also in possession of a functioning AR that the LL could work in....
Unless, of course, the LL was registered prior to '86, and you held a valid tax stamp for it -- or you are an FFL/SOT. |

Only a licensed NFA manufacturer (07/02) has a legal use for those kits. Otherwise, they are jail bait.
