Guys I looked and couldn't find anything verifying this. I'm selling a can that is currently on a Form 4. My recollection is that if I sell to another state resident, that there is only one transfer fee, to him, on the sale. Out of state there are two- me to dealer, and then dealer to buyer, right?

Can anyone cite a reference to this so that I can show it to the potential buyer?

Yes, this is true.
I've done it many times. No dealer needed when in state transfer between private parties.

I did an individual Form 4 transfer in CO.
No dealer fee's and 1ea $200 transfer stamp.
Something like 29 days door to door for the paperwork.
I did all the paperwork myself & first time purchaser.

HTH,
