I just installed a Troy Battlerail and gently smacked my gas block back in place, put the gas cylinder lock over it (with some difficulty) and then proceeded to put the gas plug back on.  I felt more resistance than usual and then noticed that the plug went in at a slant.  I took it out, cleaned all the thread and put it back in, but got the same issue.  I haven't done anything different other than take out the handguard and replace it with the rail.  What could have happened?  Do I need a new gas block or plug?

Stop...the plug is not straight and you may be cross threading it.

Back it out. Try again and keep it straight as it threads in. Hopefully the threads will iron out...if not use a good magnifying glass in order to inspect both parts for damage.

Hope it just got a little bit crooked before it bound up, and threading it together straightens things out.

Remove both parts and work on their threads on the bench (or your kitchen table).  They're cross threaded at present.  The plug goes on with just your fingers -- no wrench -- until the final turn or so.

What do you mean by some difficulty installing the lock?
Considering how far the plug screws in by hand I would not have thought a person could do that.
If you can get it to go in straight and tighten up then no you would not need to replace it.
You may be able to chase the threads.
Depending on how bad the threads are, even if you can get it working, you may want to replace them and hold those parts as spares.
